Winchester City, VA Permits for Metal Carports and Garages
Expect a Winchester City carport permit for anything over 256 square feet, and treat zoning as a separate check even on a smaller one. The City's residential building permit application has an Accessory Structure option, and its zoning section is filled out so staff can make a zoning determination before plan review. That form asks for your zoning district, tax map number and distances to each property line. In the City, a historic, corridor or floodplain location can add another approval, so find out which applies before you order.

When a permit is required
- A residential building permit, marked as Accessory Structure on the City's form, unless the state exemption applies
- A zoning determination, made before the building plans are reviewed
- A Certificate of Appropriateness if the property is in the Historic Winchester District and the exterior work is visible from a public street, way or space
- A Corridor Enhancement District Certificate of Appropriateness, which lists accessory structures among its triggers
- A Floodplain Development Permit before any work begins in flood zone AE or A
Zoning and setbacks
Winchester's zoning check happens on the permit application itself, where you list setbacks and existing structures and answer yes or no on site plan, historic district, corridor and flood plain. Most corridor requests are approved administratively by the Planning Director, and an approval expires if work has not started in two years. For Planning and Zoning questions, call 540-667-1815, option 7. Staff strongly recommend talking with them before you formally submit anything.
What to bring
- Zoning district and tax map number for the lot
- Measured setbacks from the front, rear, left and right property lines
- A list of the structures already on the property
- Two sets of plans
- Estimated construction value, including materials and labor
- Owner's approval letter if a lessee or agent is applying
- Contractor's City business license and Virginia license number, if one is doing the work
Farm buildings
State law, in Code of Virginia 36-99 and USBC 102.3, takes genuine farm buildings out of the building code, though a restaurant use is not covered and flood plain and mudslide rules stay in force. We did not find a farm procedure on the City's permit pages, so ask the office first, especially since the City's zoning and flood reviews are separate from that exemption question.
Good to know
Most building permits and Planning and Zoning permits are filed through the City's online permit portal. Fees are set in the City code at Section 6-27, and a fee may be charged for starting work without a required permit. The City says the 2021 Virginia code is now in effect. On a flood-zone site, the Floodplain Development Permit is signed off by the Floodplain Administrator, Zoning and the Building Official, and the Building Official asks for 1 foot of freeboard above base flood elevation.
Common questions
Do I need a permit for a carport in Winchester City?
If it is over 256 square feet, yes. A smaller one-story detached carport may be exempt from the building permit under state code, but call about zoning, because the City's rules for accessory structures were not spelled out on its permit pages.
Do I need a permit for a metal garage or shed in Winchester City?
Plan on the same residential application with Accessory Structure marked, unless a one-story detached building is 256 square feet or less and not Group F-1 or H. Ask Planning and Zoning about setbacks on your lot, because they vary by zone.
What if my lot in Winchester is in a flood zone?
No work may begin in an AE or A zone until the City issues a Floodplain Development Permit. Its form says a permit is not required if the site is outside the listed zones, and a site plan or survey is part of the package for new builds.
