Surry County, NC Permits for Metal Carports and Garages

North Carolina

Surry County's own metal buildings page says any metal carport or building 12 feet by 12 feet or larger needs a permit, and that the buyer, not the building company, is the one who gets it. You apply through the Inspections Department at the Central Permitting office in Dobson, after Environmental Health signs off. The county also wants the engineered drawings for your building with the application and on the job site. Getting a Surry County carport permit goes smoother when your concrete crew follows the foundation detail in those drawings, because a bad footing fails inspection.

When a permit is required

  • Metal carports and buildings: The county says any metal carport or building 12 by 12 feet or larger needs a permit. State law (N.C. G.S. 160D-1110) can exempt a structure with no dimension over 12 feet, so a building right at 12 by 12 is worth asking about.
  • Garages and enclosed buildings: Need a building permit with engineered drawings. The county asks that the drawings include a footing or foundation detail.
  • Metal homes and barndominiums: These are not treated like accessory buildings. They must meet the NC Residential Code, need more engineering and go through plan review before a permit is issued.
  • Zoning: Inside Mount Airy, Elkin, Dobson or Pilot Mountain, zoning permits come from that town's office. Otherwise, check with Surry County Development Services, the county's planning and zoning office.

Zoning and setbacks

Surry County's zoning rules are in its Development Ordinance, Chapter 154 of the county code, which also covers watershed protection, floodplain administration and mountain ridge protection. Development Services is the county's planning office, and the county's where to apply page lists the zoning permit contacts for Mount Airy, Elkin, Dobson and Pilot Mountain. The county doesn't post accessory building setbacks on its web pages, so call Development Services with your lot and zoning district before you pick a spot for the building.

What to bring

  • Environmental Health approval (336-401-8325) for property without city water or sewer
  • Engineered drawings from the metal building company, including a footing or foundation detail
  • A second set of drawings to keep on the job site for the inspector
  • Building size and a site plan showing where it sits on the lot

Farm buildings

A building used only for a bona fide farm may be exempt from a building permit in county jurisdiction under N.C. G.S. 160D-903. Surry County routes farm exempt structures through Development Services, using its Bona Fide Farm Form, a notarized affidavit. It must include one of these: a farm sales tax exemption certificate, a property tax listing showing present-use value eligibility, your latest Schedule F, or a forest management plan. If the building is later used for something other than farming, it has to meet county and state codes, so ask whether wiring still needs an electrical permit.

Good to know

Surry County schedules inspections and takes permit applications through its CityView Portal. Office hours are 8:15 a.m. to 5:00 p.m., Monday through Friday. The 2026 fee list says all fees are a minimum of $50, and unheated residential area runs $0.05 per square foot. The county also advises holding back your installer's final payment until the building passes final inspection. Lots on the mountain slopes may fall under the county's mountain ridge protection rules in Chapter 154.
