Suffolk City
Suffolk City, VA Permits for Metal Carports and Garages
Very likely yes, because the Suffolk City carport permit question is really about zoning: the City's development ordinance calls for a zoning permit before any structure goes up, and it adds a building permit as well. The City's own guide is written for sheds and doesn't name carports, so size is the best first clue. Under 256 sq ft the shed page asks for a zoning permit only, and over 256 sq ft it asks for both permits. Call the office with your carport's exact dimensions, since that guide doesn't say how it treats an open-sided structure.

When a permit is required
- Under 256 sq ft (shed guidance): zoning permit only
- Over 256 sq ft (shed guidance): zoning permit and building permit
- Any lot on septic: a health evaluation form from the Health Department
- Stick-built structures: a typical wall section form, a picture or diagram, and the accessory form
- Placement in a Resource Protection Area may need a separate Exception Application to the Planning Division
Zoning and setbacks
Section 31-701 of Suffolk's Unified Development Ordinance keeps detached accessory buildings out of the required front yard. In the rear yard one can't cover more than 30 percent of the required area and must stay at least 5 feet from side and rear lot lines. A building in the side yard follows that zoning district's side yard rules, and through lots can't go closer to either street than the required front yard. Height is also capped relative to the district limit and your house.
What to bring
- New Application for Services, Zoning version under 256 sq ft or Residential/Commercial version over it
- Survey showing exactly where the building will sit
- Two sets of building plans if over 256 sq ft
- Health Department evaluation form if the property has septic
- Each document saved as its own labeled file, emailed to CDDapplication@SuffolkVA.us with the site address in the subject line
Farm buildings
Farm buildings sit outside Virginia's building code under state law, as long as they aren't used as a restaurant, and they still answer to flood plain and mudslide rules. Suffolk's permit pages that we reviewed don't lay out a farm process, so ask the Department of Planning & Community Development how it handles a farm building on your parcel.
Good to know
Suffolk says flatly that structures can't go on easements or rights of way, so read the survey before you settle on a spot. Checking deed restrictions and HOA rules is your job, and the City won't do it for you. Pay within 5 business days, because a late payment can add up to 2 weeks to processing. For lots in the Chesapeake Bay Resource Protection Area, the City says an existing accessory structure can't be enlarged there, and exceptions to the buffer rules go to the Planning Commission.
Common questions
Do I need a permit for a carport in Suffolk City?
Plan on at least a zoning permit, since the ordinance requires one before any structure is built. The City's size guide is written for sheds rather than carports, so call 757-514-4150 with your dimensions to confirm whether a building permit applies too.
Do I need a permit for a metal garage or shed in Suffolk City?
Yes. Under 256 sq ft the City asks for a zoning permit, and over 256 sq ft it asks for both a zoning permit and a building permit with two sets of plans. Either way you submit a survey showing the placement, plus a health evaluation form if you're on septic.
How close to the lot line can it go in Suffolk City?
In the required rear yard, at least 5 feet from side and rear lot lines, and covering no more than 30 percent of that yard. It can't go in the required front yard or on any easement.
