Southeastern Connecticut Planning Region, CT Permits for Metal Carports and Garages

Connecticut

Do you need a permit for a carport in the Southeastern Connecticut Planning Region? Count on at least a zoning permit, handled by the city or town where you live. East Lyme says all new structures require zoning approval, and New London says a zoning permit is required for all new construction. Along the shore, there can be another layer on top of that, including separate zoning approval in East Lyme's beach districts and coastal rules that Groton enforces through its planning office.

Permit office: The Southeastern Connecticut Planning Region and its council of governments do not issue permits, so these are a few of the local offices that do, and every other town in the region has its own.

When a permit is required

  • East Lyme: all new structures need zoning approval, and the Building Department lists sheds among the work that takes a separate zoning permit. All building permits also get reviewed by both the building official and the zoning official.
  • New London: a zoning permit is required for all new construction and additions. Administrative Zoning Permits are filed through the city's online portal.
  • Waterford: the Building Department publishes separate residential checklists for sheds and garages, and some permits also need a zoning review.
  • Town of Groton: building officials in Inspection Services issue permits and inspect the work. Applications run through the Citizen Self-Service portal.
  • Statewide: a one-story detached tool and storage shed, playhouse or similar accessory structure up to 200 square feet does not need a building permit, but that does not excuse it from local zoning rules.

Zoning and setbacks

Beach communities are the local wrinkle. East Lyme says properties in the Giants Neck, Crescent Beach and Black Point beach zoning districts need their own zoning approval, so start there if you live in one of them. Groton has a similar split. The City of Groton, which is separate from the Town, has its own zoning permit application with a box for an accessory building or structure and spaces for side and rear setbacks. It comes from the Department of Planning & Economic Development at 295 Meridian Street. In the Town of Groton, Inspection Services handles Certificates of Zoning Compliance.

What to bring

  • New London: your contractor's current license if one is doing the work, a workers' compensation certificate, the permit fee, and drawings or specifications if they apply.
  • East Lyme: the Zoning Permit Application, plus the CAM (Coastal Site Plan Review) form with 2 full-size plan sets and one 11 by 17 set if your project calls for coastal review.
  • Waterford: the residential checklist for your project. Some permits need signed, sealed drawings from a registered professional.
  • East Lyme: the Tax Collector has to verify that your taxes are current before a building permit moves forward.

Farm buildings

No general farm exemption exists in the Connecticut building code. Agricultural buildings fall under Appendix C, and the only exempt type is a shade cloth structure. Section 12-91 of the General Statutes deals with property tax, and it does not excuse you from a permit. Let your local official know the intended farm use when you apply.

Good to know

Before you put a building near water, ask about the coastal and wetland rules. Groton's planning division enforces the Connecticut Coastal Area Management Act, and New London's division staff run that city's coastal management program. East Lyme requires an Inland Wetlands Agency permit for work within 300 feet of a wetland. Fees follow project value: East Lyme charges $30 for the first $1,000 and $13 for each additional $1,000 plus state and Fire Marshal fees, and Waterford charges $20 and then $10 per added $1,000. East Lyme's Land Use Department is closed to the public on Wednesdays from 1 to 5 PM until further notice, so pick another afternoon. New London's division keeps Monday through Friday hours of 8:30 a.m. to 4:00 p.m. The current statewide code is the 2022 Connecticut State Building Code, based on the 2021 ICC codes, and the 2026 code date of July 1, 2026 has been delayed.

Common questions

Do I need a permit for a carport in the Southeastern Connecticut Planning Region?
Assume yes. East Lyme wants zoning approval for every new structure, and New London requires a zoning permit for new construction. The permit comes from your town or city office, because the planning region does not issue any. If you live in Groton or an East Lyme beach district, confirm which office has zoning authority over your lot first.

What about a metal garage or shed?
Waterford has a separate residential checklist for each, so get the right one before you apply. East Lyme lists sheds as work needing a zoning permit, even though the state exempts tool and storage sheds up to 200 square feet from a building permit. In East Lyme, the Zoning Department is also the office to ask about where a new shed can go.

Do coastal rules apply near the shore?
They can. East Lyme has a CAM (Coastal Site Plan Review) application, Groton's planning division enforces the Coastal Area Management Act, and New London's staff administer a coastal management program. Ask the office for your town whether your lot falls under them.
