South Central Connecticut Planning Region
South Central Connecticut Planning Region, CT Permits for Metal Carports and Garages
Yes, you should expect to need approval for a carport in the South Central Connecticut Planning Region, and it comes from the town where the carport will stand. The state's permit exemption is written for tool and storage sheds and similar uses up to 200 square feet, so a carport meant to shelter a vehicle is worth raising with the town before you order. Even small structures can land on a zoning desk here. Hamden lists accessory structures among its zoning permits, and Branford has its own Small Structures application for buildings under 200 square feet.
Permit office: The South Central Connecticut Planning Region and its council of governments issue no permits, so here are some of the town offices that do, and every other town in the region has its own.

When a permit is required
- Hamden: accessory structures are on the town's list of residential zoning permits, filed through the town's Viewpoint portal.
- Madison: an accessory building over 200 square feet needs Health Department approval on a B100a application, then a building permit. The zoning review is part of that building permit application. Some buildings under 200 square feet need an Administrative Zoning Permit instead.
- Branford: a structure over 200 square feet or more than one story takes a building permit application. A one-story structure under 200 square feet goes on a Small Structures application.
- Statewide: a one-story detached accessory structure used as a tool and storage shed, playhouse or similar use, up to 200 square feet, is exempt from a building permit. Zoning and other local approvals can still apply.
Zoning and setbacks
Hamden is the most specific of these towns about what an accessory structure has to look like. Its zoning regulations (Section 230 and Tables 2.4 and 2.5) call for a pitched roof of at least 4/12 and a 15 foot maximum height. A structure within 25 feet of the rear property line that does not house people or animals can sit 3 feet from the side and rear lines. Farther forward, it follows the main house setbacks, and it needs to be 10 feet from the house unless the Fire Marshal and Building Official approve otherwise. Section 230 also says detached accessory structures shall not include structured parking, so ask Planning & Zoning how that applies to a carport. Hamden's Certificate of Zoning Compliance application is on its forms page. In Branford, you first sort out who holds zoning jurisdiction: properties in the Short Beach Civic Association or Pine Orchard Association submit that group's approval, and other properties file a zoning application with the town, according to the Branford checklist.
What to bring
- Branford: a plot plan or survey showing the structure's location, dimensions and setbacks.
- Branford: proof of workers' compensation insurance or a State waiver (forms 7A, 7B or 7C), plus a Home Improvement Contractor license if a contractor applies.
- Madison: a site plan showing distances from the house and property lines, and from any septic system and well, plus construction plans. The town says one-line drawings and sketches will not be accepted.
- New Haven: three sets of plans, per the Building Department's plan review protocol.
- Hamden: one set of plans for residential work, plus Planning and Zoning, Quinnipiack Valley Health District or GNHWPCA approval where they apply.
Farm buildings
Connecticut has no general farm exemption from building permits. Appendix C of the code applies to agricultural buildings, and only shade cloth structures are exempt. Conn. Gen. Stat. 12-91 is a property tax exemption, not a permit exemption, so tell your town official up front that the building is for farm use.
Good to know
Town fees run on construction value, and they differ. Hamden lists $24.26 for the first $1,000 and $24.26 for each additional $1,000, plus $36 for a certificate of occupancy or completion. Branford lists $18 for work up to $1,000, $12 for each added $1,000, and a state education fee of $0.26 per $1,000. Flood rules can also come into it: the Branford checklist tells you to check for a FEMA flood hazard area, which brings its own flood hazard application. In Hamden, every inspection has to be booked by phone at 203-287-7160, with at least 24 hours' notice. In New Haven, the Building Department's protocol says an application goes back to you if all plan approvals are not in by day 30. The Connecticut code in force is the 2022 State Building Code, based on the 2021 ICC codes, and the state says the 2026 code date of July 1, 2026 has been delayed.
Common questions
Do I need a permit for a carport in the South Central Connecticut Planning Region?
Most likely, and you would get it from your town, not the region. Hamden lists accessory structures among its zoning permits. Branford and Madison both send larger accessory buildings through a building permit. A carport for a vehicle also does not fit neatly into the state's exemption for tool and storage sheds up to 200 square feet, so ask your building official.
What about a metal garage or shed?
Size matters first. Branford uses a Small Structures application for a one-story building under 200 square feet and a building permit application above that. Madison requires Health Department approval and then a building permit for accessory buildings over 200 square feet. In Hamden, check the roof before you buy, because the zoning regulations call for at least a 4/12 pitch on accessory structures.
Does a flood zone change anything?
It can in Branford. The town's accessory structure checklist has you check for a FEMA flood hazard area, and a parcel inside one needs a flood hazard application along with the other paperwork.
