Rockingham County, VA Permits for Metal Carports and Garages

Virginia

Plan on a Residential Building Permit from Community Development for a metal carport in Rockingham County, since state code leaves carports off its exempt list. Most Rockingham County carport permit jobs come down to building size. In the A-1 district, an accessory building of 580 square feet or less sits 5 feet from side and rear lines, while a larger one needs 15 feet on the side and 35 feet at the rear. The county's fee schedule charges $0.15 per square foot, $75 minimum, for detached garages and sheds. Plans go in through the county's online portal, or at the front desk if you have no digital copy.

When a permit is required

  • State code does not exempt carports, so apply for the building permit.
  • The county points questions about exempt work under Virginia code Section 108.2 to its Building Official.
  • One-story detached tool and storage sheds up to 256 square feet can be exempt from the building permit under state code.
  • If the lot is inside a town, the county needs town zoning approval before it can process the permit.
  • County ordinance Sec. 17-114 bars starting construction until all permits the county code requires have been issued.

Zoning and setbacks

For A-1, the county's zoning table allows up to 45 feet of height and sets side and rear lines at 5 feet for an accessory building of 580 square feet or less, then 15 feet side and 35 feet rear above that. The front line is 35 feet from a right-of-way of 50 feet or more, or 60 feet from the road centerline on a narrower one. Other districts have their own numbers, so call the zoning administrator at 540-564-3030 for yours.

What to bring

  • Proof of ownership, such as a deed or a letter of permission from the previous owner
  • An accurate drawing with setbacks from the structure to all property lines
  • Working plans, as digital files or two hard copies
  • Verification of licensed contractors, or a signed homeowner affidavit if you do the work yourself at your primary residence
  • Town zoning approval, if it applies
  • Ask the permit desk whether the county's VDOT entrance, Health Department and utility letter items apply to your detached building

Farm buildings

Virginia treats a working farm building as outside the building code, unless it operates as a restaurant, and flood plain and mudslide rules do not go away. Rockingham handles this with an Affidavit for Farm Building Exemption, plus a processing fee, through the Zoning division. The building must be non-residential and on land where farming takes place, and the county warns that a false affidavit can bring a fine up to $2,500.

Good to know

Parcels of 1 acre or less need a survey after the footer inspection, though town lots and the R4 and R5 districts are exempt from that step. Inspection requests have to come in by noon the day before, at 540-564-3030. Apply through the county's permit portal, and review the permit requirements first. A 2% state levy is added to permit fees.

Common questions

Do I need a permit for a carport in Rockingham County?
Expect to. Carports miss the state's shed exemption, so the county's Residential Building Permit is the one to apply for unless your building qualifies as farm exempt.

Do I need a permit for a metal garage or shed in Rockingham County?
The fee schedule names detached garages and sheds at $0.15 per square foot with a $75 minimum. A one-story detached storage shed of 256 square feet or less can be exempt from the building permit, and the Building Official answers exemption questions.

What size building changes the A-1 setbacks?
The line falls at 580 square feet of floor area. Above that, the side setback goes from 5 feet to 15 feet and the rear from 5 feet to 35 feet.
