Powhatan County, VA Permits for Metal Carports and Garages

Virginia

Plan on a building permit for a metal carport in Powhatan County, and on showing a design for it when you apply. The county's residential checklist asks for a manufacturer's or certified engineer's design on prefab carports and garages. Anyone looking up a Powhatan County carport permit should start with Building Inspections, which keeps a separate packet for detached garages, pole barns and sheds. The checklist also calls for a Zoning Compliance Affidavit on all new structures.

When a permit is required

  • Carports are not on the state's list of permit-exempt structures, so expect to apply for a building permit.
  • Prefab carports and garages need a manufacturer's design or a certified engineer's design under the county checklist.
  • A one-story detached storage shed of 256 sq ft or less can skip the building permit under the state code, as long as it isn't Group F-1 or H.
  • Electrical, mechanical, plumbing and gas work are separate trade permits. A building permit does not cover them.

Zoning and setbacks

Powhatan's checklist requires a Zoning Compliance Affidavit for all new structures and additions, and a site plan showing distances in feet to the front, side and rear property lines. We could not confirm setback numbers from the county pages we read, so get them from Planning and Zoning at 804-598-5621 for your parcel before picking a spot.

What to bring

  • The Detached Garage, Pole Barn and Shed packet from the county's Residential Structure Permits page.
  • Scaled building plans, including footing or foundation details, plus the manufacturer's or engineer's design for a prefab building.
  • A copy of your plat marked up as a site plan, with distances in feet to the front, side and rear lines.
  • A Zoning Compliance Affidavit.
  • Plans in electronic form, preferably on a USB flash drive, showing the 2021 code year.
  • Payment for fees on the day you apply.

Farm buildings

Virginia exempts true farm buildings from the building code, apart from restaurant use, and flood plain and mudslide rules still apply. Powhatan handles this with an Affidavit of Exemption for Farm Structures, listed with its residential permit forms. Ask Building Inspections what has to go with the affidavit.

Good to know

Applications and fees are taken 9 a.m. to 4 p.m. on weekdays, even though county offices stay open until 5. An in-person application is only accepted with every required document and the fees paid that day. Credit cards carry a 2.75% fee and debit cards 1.75%, and American Express isn't taken. Plans from code cycles before the 2021 Virginia code are turned away, so check the date on an older drawing. Clearing or grading 10,000 sq ft or more takes a Land Disturbance Permit. Forms are on the Residential Structure Permits page.

Common questions

Do I need a permit for a carport in Powhatan County?
Yes, plan on one. Carports are not among the state's exempt structures, and Powhatan's checklist specifically asks for a manufacturer's or engineer's design on prefab carports.

Do I need a permit for a metal garage or shed in Powhatan County?
A metal garage, yes, and the county has a packet for detached garages, pole barns and sheds. A one-story storage shed of 256 sq ft or less is exempt from the building permit under state code, but call Building Inspections to ask what the county still wants for it, since zoning paperwork may apply.

Can I drop off my application late in the afternoon?
Only until 4 p.m. Permit applications and fees are handled from 9 a.m. to 4 p.m., Monday through Friday, and incomplete applications are not accepted.
