Pamlico County, NC Permits for Metal Carports and Garages
For a metal carport or garage in Pamlico County, the building permit comes from the Pamlico County Inspections Department in the courthouse in Bayboro. The same office also handles floodplain permits and local CAMA minor permits, which matter on a county with this much shoreline. Towns such as Oriental and Bayboro may have their own zoning, and the county application asks whether your lot has town zoning.

When a permit is required
- Garages, carports and storage buildings are listed as permit types on the county's residential permit application, with their own square footage lines.
- A plot plan is required for every structural permit and must show where the building will go.
- If the lot is in a flood zone, a Floodplain Development Permit may be required on top of the building permit.
- Building near the water may need a CAMA minor permit, which this same office issues.
Zoning and setbacks
Ask the Inspections Department about setbacks for your lot before you order, since the county pages do not publish setback numbers for accessory buildings. If your property is inside a town, check the town's zoning too (the county application has a Town Zoning box). Wastewater approval has to be submitted before any permit that needs a plot plan is issued, so if your site has septic, sort that out first. A lot of Pamlico County sits in flood zones; the application asks for your flood zone, elevation and flood map number, and FEMA elevation certificates, when required, go in with the first application.
What to bring
- The Pamlico County Residential Permit Application with owner, site address, tax parcel ID, flood zone, power company (Duke or Tideland) and construction value
- A plot plan showing where the building will sit
- Two sets of building plans with specifications or a materials list
- Wastewater (septic) approval or the county Septic Affidavit, when it applies
- A FEMA pre-construction elevation certificate if the lot is in a flood zone and one is required
Farm buildings
North Carolina exempts bona fide farm buildings from county zoning under N.C. G.S. 160D-903, and farm buildings can qualify for building code exemptions under state law. Pamlico County's inspections page does not post its own farm exemption form, so call the Inspections Department to ask what proof they want (usually a farm sales tax certificate, present-use value listing, or Schedule F). Electrical work still needs a permit.
Good to know
You can apply online through the county's OpenGov permit portal or in person at the courthouse, 8:00 am to 5:00 pm Monday through Friday. A card fee applies when paying by debit or credit card, online or in the office. The Inspections Department handles local CAMA, FEMA and Community Rating System work, and lists a CAMA minor permit at $119 on its application. Fees are in the county's FY 2026-27 fee schedule.
Common questions
Do I need a permit for a carport in Pamlico County?
Plan on it. Garages, carports and storage buildings are listed permit types on the county's residential application, each with its own square footage line, and every structural permit needs a plot plan.
Do I need a permit for a metal garage or shed in Pamlico County?
Use the same application. Wastewater approval has to be in before any permit that needs a plot plan is issued, so sort out septic first.
What if my lot is near the water or in a flood zone in Pamlico County?
A Floodplain Development Permit may be required on top of the building permit, and building near the water may need a CAMA minor permit. The same office issues both.
