Orange County, NC Permits for Metal Carports and Garages

North Carolina

In unincorporated Orange County, a metal carport or garage over 12 feet on a side needs a building permit from the Orange County Planning & Inspections Department in Hillsborough. A shed with no side over 12 feet can go through a Zoning Compliance Permit instead of a building permit, but a carport, garage or barn bigger than that needs a full building permit. Chapel Hill, Carrboro, Hillsborough and Mebane have their own zoning, and if your lot is inside Hillsborough's town limits or its extraterritorial area you need the town's zoning approval before the county issues the building permit.

When a permit is required

  • A shed with no side over 12 feet uses the county's Zoning Compliance Permit (Residential, Not Requiring a Building Permit). It cannot sit on a parcel line or inside a stream buffer.
  • Carports, garages, barns and other accessory buildings larger than that need a building permit, and the county asks for a plot plan with the application.
  • Electrical work for lights or outlets in the building needs its own trade permit.
  • Starting work before the permit is issued doubles the permit fees in Orange County.

Zoning and setbacks

Orange County zoning is handled by Planning & Inspections under the county's Unified Development Ordinance. Setbacks are measured from the property line or the right-of-way line, not the edge of the road, and your plot plan has to show the front, rear and side distances. The county also asks you to list impervious surface (barns, sheds, garages, gravel driveways and patios all count), which matters in the protected watershed areas. If you are on a private well or septic system, contact Orange County Environmental Health (919-245-2360) first, since every building project on well or septic needs their sign-off. Land disturbance over 10,000 square feet in a protected watershed (20,000 square feet elsewhere) needs Erosion Control review, and work in a Special Flood Hazard Area needs a Floodplain Development Permit.

What to bring

  • The Residential Building Permit Application (questionnaire, general information sheet and contractor information sheet) with original or DocuSign signatures
  • Building plans sent electronically to ocbuildingpermit@orangecountync.gov (flash drives are not accepted)
  • A plot plan drawn to scale with a north arrow, property lines, existing and proposed buildings, and setbacks
  • Environmental Health approval if the lot is on a private well or septic system
  • A Recyclable Material (RM) permit, which the county ties to every building permit

Farm buildings

North Carolina exempts bona fide farm buildings from county zoning under N.C. G.S. 160D-903. Orange County uses a Bona Fide Farm Exemption Affidavit filed with Planning & Inspections, backed by one of these: a farm sales tax exemption certificate, present-use value tax listing, Schedule F from your latest federal return, or a forest management plan. The affidavit makes clear that nonfarm uses are not exempt and that buildings for a residence still need all construction permits. Electrical work still needs a permit.

Good to know

Orange County takes applications, payments and inspection requests through its Central Permits portal. The office is open 8:00 am to 5:00 pm Monday through Friday, and the payment cut-off is 4:00 pm. Fees follow the county's Building Inspection Fee Schedule effective July 1, 2026.
