Northwest Hills Planning Region, CT Permits for Metal Carports and Garages

Connecticut

Yes, count on a permit for a carport in the Northwest Hills, starting with a zoning permit from your town's land use office. New Hartford's rule is about as broad as they come: any building or structure needs one, and its examples include sheds, decks and garages. Harwinton requires one before a building goes up, and Winchester says they are required for almost any type of construction.

Permit office: The Northwest Hills Planning Region and the Northwest Hills Council of Governments issue no permits, so below are some town offices to try, and every other town has its own.

When a permit is required

  • New Hartford: the Land Use Department says a zoning permit is needed for any building or structure, and Article 3 lists attached or detached accessory structures under zoning permit in all five residence districts.
  • Salisbury: an Administrative Zoning Permit is $85 and is filed online only through the Land Use Office, which also posts a Land Use Approval Checklist for what you need before a building permit.
  • Harwinton: the regulations require a zoning permit before a building is erected, moved, enlarged or changed to another use. It expires after 12 months unless a valid building permit is in effect or the Commission renews it.
  • Winchester: the building department says zoning permits are required for almost any type of construction, and building permits run $30 for the first $1,000 of value plus $18 per thousand after that.
  • Torrington: sheds and outbuildings need Planning and Zoning approval and must meet accessory structure setbacks. Over 200 sq ft, they also need a building permit.

Zoning and setbacks

A few of these towns publish setback numbers you can plan around. New Hartford's Article 3 holds accessory structures to principal building setbacks, with one exception: behind the house, at least 5 feet from the line, under 15 feet high, and not used for habitation or housing animals. Corner lots there keep the front yard requirement on both streets. Salisbury's zoning regulations list a garage or carport as an accessory use. Section 304.2 lets a storage building of up to 250 sq ft and 15 feet high sit 5 feet from a side or rear line, but that wording is about storage, so ask before applying it to a carport. In Harwinton's Lake Harwinton Zone, sheds get a 10 foot side yard and need a Lake Harwinton Association Compliance Form signed before zoning.

What to bring

  • Harwinton: the zoning application, a plan with actual lot dimensions, structure size and all setback dimensions, and a site plan from a registered land surveyor if your structure is over 200 sq ft and the town asks for one
  • Harwinton: the permit fee of $5 per $1,000 of construction cost, with a $35 minimum and $125 maximum, plus the $60 state DEEP land use fee
  • Winchester: two copies of the plans, two copies of the plot plan, the building permit application and a departmental sign-off card
  • Torrington: for a prefab shed, the manufacturer's brochure or data sheet showing snow load and wind ratings, with a 40 lb per sq ft minimum snow load
  • Winchester: Torrington Area Health District approval may be needed if the property is on a septic system

Farm buildings

No general farm exemption exists in Connecticut, so a barn or farm shelter still goes through Appendix C of the code, with only shade cloth structures exempt. Conn. Gen. Stat. 12-91 covers property tax and is no substitute for a permit. Mention the farm use to your official at the start.

Good to know

Water and timing are the local catches. Salisbury generally keeps accessory buildings 50 feet from a regulated water body or watercourse and 75 feet from the shoreline in its Lake Protection Overlay. A closer spot takes a Special Permit. Salisbury's walk-in hours are short: Monday and Wednesday 8:00 to 10:30 AM, Tuesday and Thursday 8:00 to 9:00 AM, and by appointment otherwise. Harwinton's land use office is open Monday through Thursday 8:30 AM to 2:30 PM and its zoning officer sees people by appointment. Harwinton also wants a soil and erosion permit for filling or digging over fifty yards, or within 50 feet of mapped wetland soil. On code, the state's 2022 edition still applies since the July 1, 2026 date for the next code has been delayed.

Common questions

Do I need a permit for a carport in the Northwest Hills Planning Region?
Yes, plan on at least a zoning permit from your town. New Hartford requires one for any building or structure, and Salisbury lists a carport as an accessory use. Your building official can tell you whether a building permit applies too, because the state's 200 sq ft exemption is written for sheds, playhouses and similar uses.

Do I need a permit for a metal garage or shed here?
New Hartford names sheds and garages in its zoning permit rule. In Torrington, sheds and outbuildings need Planning and Zoning approval, and those over 200 sq ft need a building permit too, and the building permit application for a prefab shed must include the manufacturer's data sheet.

Are farm buildings treated differently in these towns?
They can be stricter. Harwinton sets 50 feet from side lot lines for accessory buildings housing animals or poultry for non-business use, 150 feet for livestock kept for profit, and 300 feet for poultry kept for profit. Salisbury makes personal farming buildings subject to a zoning permit.
