Naugatuck Valley Planning Region, CT Permits for Metal Carports and Garages

Connecticut

Yes, you should expect to need a permit for a carport in the Naugatuck Valley, and you apply with the town where the building will sit. The towns we checked run zoning first: Watertown will not issue a building permit until the zoning permit is done, and Shelton wants zoning compliance handled before its building official issues anything. So a Naugatuck Valley carport permit is usually two approvals, and the zoning one comes first.

Permit office: The Naugatuck Valley Planning Region and the Naugatuck Valley Council of Governments issue no permits, so here are a few town offices to start with, and every other town in the region has its own.

When a permit is required

  • Cheshire: its shed handout says every shed, whatever the size, needs a zoning permit with a $50 fee. A building permit is added for anything over 200 sq ft or more than one story.
  • Watertown: the Citizen's Guide makes a zoning permit a required step before a building permit, and sorts accessory structures into under 200 sq ft, 200 to 576 sq ft, and over 576 sq ft with a foundation or piers.
  • Shelton: the building department's steps put zoning compliance, sewage approval and any driveway permit ahead of the building permit.
  • Statewide: the 200 sq ft building permit exemption is written for one-story detached tool and storage sheds, playhouses and similar uses. A carport shelters a vehicle, so ask your building official before you count on it.

Zoning and setbacks

Setbacks are where a carport can get treated differently from a shed. Cheshire lets a detached accessory building come within 5 feet of a side or rear line only if it stays at or under 144 sq ft and 12 feet high, and Section 32.2.5 rules out using it to shelter motor vehicles. Read plainly, a carport there should plan on regular building setbacks, and on a corner lot any shed has to meet the front line setback no matter its size. Watertown staff can approve an accessory structure under 200 sq ft from your own map or sketch, while larger ones need verifiable proof of the property line and zoning setback. Shelton calls its final zoning sign-off a Certificate of Zoning Compliance and lists it among possible inspections.

What to bring

  • Watertown: a plan, map or sketch labeled with length, width and square footage, plus proof of property lines for structures of 200 sq ft and up
  • Cheshire: the zoning permit application from the building or planning department and the $50 zoning fee. Sheds of 200 sq ft or less go to the planning office
  • Shelton: a copy of your contractor's license and insurance certificate with the zoning compliance application
  • Watertown: a stamped letter for a steel building, as its building permit requirements ask, with the plans labeled for the 2022 Connecticut State Building Code

Farm buildings

Connecticut has no general farm exemption from the building code. Farm buildings fall under Appendix C, and only shade cloth structures are exempt. Conn. Gen. Stat. 12-91 is a property tax exemption, so it does not replace a permit. Tell your town official up front that the building is for farm use.

Good to know

Health and wetlands reviews can come into it. Cheshire warns that a wetlands permit might be needed if the building falls in a regulated area, and Shelton routes sewage plans through the Valley Health Dept. or its sewer office. In Watertown the Torrington Area Health District keeps an office on the second floor of Town Hall, 860-945-5270, which saves a trip. For applying online, Cheshire uses an OpenGov portal linked from its building page and Shelton has online permitting. The 2022 code based on the 2021 ICC codes is what applies for now, because the state has delayed the July 1, 2026 date for the next one.

Common questions

Do I need a permit for a carport in the Naugatuck Valley Planning Region?
Expect to. Permits come from the town, not the region. Watertown and Shelton both require zoning approval before a building permit, and the state's 200 sq ft exemption is written around sheds and playhouses, so check with your building official before assuming a small carport is exempt.

Do I need a permit for a metal shed or garage here?
In Cheshire, every shed needs a $50 zoning permit, and sheds over 200 sq ft or over one story also need a building permit. In Watertown, a detached garage over 576 sq ft on a foundation or piers needs a plan showing proof of property lines and setbacks, the zoning permit comes before the building permit, and the building office asks for a stamped letter on a steel building.
