When a permit is required
- Zoning Permit: required before any structure is erected. The county lists farm structures, carports, prefabricated buildings, additions and swimming pools among the items covered.
- Building permit: the county publishes a separate procedure and application for accessory buildings, and the Building Official cannot issue a building or electrical permit for a new structure without an approved zoning permit or prior approval from the Zoning Administrator (Zoning Ordinance Section 3.2-1.C).
- Small sheds: state code exempts one-story detached tool and storage sheds of 256 sq ft or less from a building permit. Carports are not in that exemption. The county's rule on Zoning Permits still reaches any structure.
- Electrical, plumbing and mechanical work: the Building Inspection Office issues these permits.
Zoning and setbacks
The county's current Zoning Ordinance is dated October 13, 2026, so older copies of the setback sheets may be out of date. Setbacks vary by zoning district, and the Zoning page posts a 2026 sheet for each district. We have not listed numbers here because we could not read those sheets. Ask the Zoning Administrator's Office at 434-738-6191 ext. 4341 for the figures on your parcel. If there is no home on the lot yet, the county requires a well and septic property test before an accessory structure is placed, and the Zoning Administrator inspects homeowner applications before approval.
What to bring
- Zoning Application with a drawing showing the structure, roads, property lines and distances to each
- Recorded deed if you bought the land within the past 9 months, or a new recorded survey if the property is part of a larger parcel
- Building Permit Application for an Accessory Building and two sets of plans
- Structure size with drawings, floor joist and rafter sizes, plus electric service size if the building gets its own meter
- Site drawing with distances from all four property lines and from other structures
- Copy of the State Contractor's License for all contractors and subcontractors, or a notarized affidavit under § 54.1-1111
- Accurate directions to the site from Boydton using road names
Farm buildings
Code of Virginia § 36-99 and USBC Section 102.3 exempt farm buildings and structures from the building code, though not restaurant use, and flood plain and mudslide rules still apply. The local catch is zoning: Section 3.2-1.A.4 of the ordinance says a zoning permit is required for all farm structures, even when the building permit may be waived. Plan on the Zoning Permit for a farm carport or barn.
Good to know
Building Inspection is open Monday through Friday, 8 am to 5 pm, and issues no permits after 4:30 pm. Inspections are booked by phone at least one day ahead, with no set times of day, and none will happen unless the permit is posted where it can be seen from the road. Zoning keeps slightly different hours, 8:30 am to 5 pm. The Building Inspection Office line is 434-738-6191 ext. 4331, or 434-447-7636 ext. 4331. A Residential Land Disturbance fee of $50.00 appears on the zoning fee list if your site work calls for it.
Common questions
Do I need a permit for a carport in Mecklenburg County?
Yes. The county's Zoning page lists carports among the items that need a Zoning Permit before they go up. The state shed exemption does not list carports, so expect the building permit step as well.
Do I need a permit for a metal garage or shed in Mecklenburg County?
A metal garage needs the Zoning Permit and goes through the accessory building procedure at Building Inspection. A shed of 256 sq ft or less can skip the state building permit, but the county's zoning rule still covers any structure, and its zoning form has a line for sheds.
What is the phone number for the Mecklenburg County permit office?
Building Inspection: 434-738-6191 ext. 4331. Zoning Administrator's Office: 434-738-6191 ext. 4341. Both are at 350 Washington Street in Boydton.
