Manassas City, VA Permits for Metal Carports and Garages
Yes, a new carport in Manassas needs city approval at any size: a Zoning Certification at 256 square feet or less, and a building permit above that. The Manassas carport permit rules are laid out in the city's Guide to Sheds, Carports and Garages. On A-1, R-1, R-2 and R-2-S lots a carport cannot sit in the front yard, so settle the spot before you order.

When a permit is required
- Carports, garages and sheds over 256 square feet need a building permit.
- At 256 square feet or less, the city's guide says no building permit is needed but a Zoning Certification application still is.
- Electrical, mechanical or gas, and plumbing permits apply if the structure has power, mechanical heat or water.
- Repairing an existing structure, or rebuilding one in the same place at the same dimensions, does not need a permit under the city's accessory structure sheet. Changing its size or location does.
Zoning and setbacks
In the A-1, R-1, R-2 and R-2-S districts, City Code § 130-57 bars accessory structures from the front yard and caps height at 22 feet to the roof ridge. The rule of thumb on the city's sheet is 5 feet from rear and side property lines, but a structure in a side yard must meet the side yard setback for the house: 15 feet on R-1, and on R-2 and R-2-S at least 10 feet per side with 25 feet combined. All accessory structures together may not exceed 40 percent of the house's lot coverage. Townhome districts have tighter limits, so check your district with permit staff. In the Historic District, the Architectural Review Board must approve the work before any permit involving exterior changes.
What to bring
- A house location survey showing the proposed structure and its distance from property lines and other buildings
- Two sets of construction drawings when a building permit applies: dimensioned floor plan, front and side elevations, framing details and the manufacturer's anchoring details
- Plans specific to your unit from the seller or manufacturer if it is over 256 square feet; the city says generalized plans will not do
- The Zoning Certification Application or Application for Building Permit
Farm buildings
Farm buildings and structures are exempt from the building code under Code of Virginia § 36-99 and USBC Section 102.3, though not for restaurant use, and flood plain and mudslide rules still apply. We did not find a separate farm procedure published by Manassas, so ask permit staff what they want to see if you are claiming the exemption.
Good to know
The residential zoning certificate costs $50. Building permit fees depend on the job, and the guide notes they change every year. Plan for the base: 257 to 600 square feet with an eave under 10 feet needs a permanent foundation at least 12 inches below grade, and over 600 square feet needs continuous frost footings 24 inches down. Carports also need anchoring and a floor surface that either drains or slopes toward the entrance. Prefab gets no break, since the code treats it the same as site-built. Applications go through the city's Permit Self Service portal, and the office is open Monday to Friday, 8:30 a.m. to 5:00 p.m., with transactions ending at 4:30 p.m.
Common questions
Do I need a permit for a carport in Manassas?
Yes. Over 256 square feet you need a building permit. At 256 square feet or less the city's guide calls for a Zoning Certification application ($50) in place of one, with a house location survey.
Do I need a permit for a metal garage or shed in Manassas?
The same size line applies. Over 256 square feet takes a building permit, and smaller ones take a Zoning Certification. Metal is fine outside the Historic District, because the city does not restrict materials elsewhere.
How do I schedule inspections for a building in Manassas?
Call 703-257-8278 or email inspectionrequest@manassasva.gov. Depending on the job, expect footing, slab, framing, trade and final inspections.
