Louisa County
Louisa County, VA Permits for Metal Carports and Garages
Yes, a carport or garage over 256 square feet needs a building permit in Louisa County, and the county files both under its New Non-Residential Building permit. A Louisa County carport permit also comes with zoning review, which the application packet prices at $125. For sheds under 256 square feet, the county's FAQ says only a zoning permit is needed so staff can check setbacks. The county does not say how it treats a carport of 256 square feet or less, so call before you order one.

When a permit is required
- Carports, detached garages, sheds and storage buildings over 256 square feet that are not a primary dwelling: New Non-Residential Building permit
- Sheds under 256 square feet: zoning permit only, per the county FAQ
- Land disturbance over 10,000 square feet: a land disturbing permit is likely, reviewed by the Thomas Jefferson Soil and Water Conservation District
- Inside the Town of Louisa or Town of Mineral: town zoning approval goes in with the application
Zoning and setbacks
Required setbacks are set during zoning review, and the Development Permit Application only asks for the ones you propose. They are measured from the nearest point of the structure, attachments included, to the property line or assumed right-of-way, and front setbacks run from the edge of the right-of-way. If the building lands within 20 feet of the minimum setback, expect to provide a foundation survey, a setback certification, or both. Distances by district are in Chapter 86 of the county code.
What to bring
- New Non-Residential Building Application Packet, including the Development Permit Application, Construction Information Sheet and Contractor Information Sheet
- Plat from the Clerk's office, marked with the entrance, driveway, easements, all structures and setback measurements (GIS and Google Maps images are not accepted)
- One complete set of site-specific building plans, scaled or fully dimensioned, with the designer's contact information
- Deed cover sheet or recordation receipt if the property is not in the owner's name on GIS or was recently bought
- State contractor's license and Louisa County business license
- Pre-engineered product specs for trusses and similar components
- Shrink/swell report if your tax map number is on the county's list
Farm buildings
Farm buildings and structures are exempt from the building code under Code of Virginia ยง 36-99 and USBC Section 102.3. Louisa County uses an Agricultural Structure Worksheet / Affidavit: you describe the farm operation and the building's use, sign before a notary, and a building official approves or denies it. If the property is not currently used for the listed farm operations, the building needs both a zoning permit and a building permit. Farming is not a permitted use in the R1, R2 and RD districts, and approved farm buildings still answer to the zoning and erosion and sediment control ordinances.
Good to know
Accessory structures run $0.20 per square foot with a $75 minimum, plus the 2% state fee and the $125 zoning review, all due when the permit is issued. Starting without a permit costs 50% of the permit fee, at least $250. The packet warns that incomplete submittals are refused, and its Contractor License Exemption form does not cover new structures. Same-day inspections are not offered, and some tax map parcels are known for shrink/swell soils, so check yours before planning footings.
Common questions
Do I need a permit for a carport in Louisa County?
Over 256 square feet, yes: the Louisa County carport permit is the New Non-Residential Building permit, and it includes zoning review. The county does not post a rule for smaller carports, so ask Community Development at 540-967-3430 before you buy.
Do I need a permit for a metal garage or shed in Louisa County?
A detached garage or shed over 256 square feet needs the same New Non-Residential Building permit. A shed under 256 square feet needs only a zoning permit, according to the county FAQ. The county's pages do not address a building of exactly 256 square feet.
What if my building will be close to the setback line in Louisa County?
Within 20 feet of the minimum setback, the packet calls for a foundation survey and/or setback certification. Staff set the required setbacks during zoning review.
