Halifax County, NC Permits for Metal Carports and Garages
A Halifax County carport permit in unincorporated areas comes from the Building Inspection Department in the town of Halifax, and Planning & Zoning issues the Certificate of Zoning Compliance you need first. The county says well and septic approvals and the zoning permit must be in hand before a building permit is issued. If your land is inside a town such as Roanoke Rapids, check with that town before you order.

When a permit is required
- A Certificate of Zoning Compliance from Halifax County Planning & Zoning is required for any structure being built or enlarged.
- Building permits are issued by the Building Inspection Department after well, septic and zoning approvals are in place.
- Electrical, plumbing and mechanical work each need their own permit from the same department.
- Call before you assume a small building is exempt. The county's pages do not spell out a size cutoff, so ask whether your carport or shed needs a building permit.
Zoning and setbacks
Planning & Zoning sets building setbacks for your lot and provides floodplain data, so call them with your parcel and the size of the building before you pick a spot. The county does not publish setback numbers on its permit pages, so get them from the office at 252-583-1082. If your property is on a well or septic system, Environmental Health has to sign off before the building permit is issued.
What to bring
- Certificate of Zoning Compliance from Planning & Zoning
- Well and septic approvals from Environmental Health, if the lot is not on public water and sewer
- Building plans or the engineer's drawings for the building, since all plans are reviewed by a certified building official
- Permit application, filed online through Cloudpermit or at the office
Farm buildings
North Carolina law (N.C. G.S. 160D-903) exempts buildings used for bona fide farm purposes from county building codes and zoning. Halifax County does not post a farm exemption form online, so call the Building Inspection Department to ask what proof of farm use they accept, such as a farm ID number or present-use value enrollment. Any electrical work in a farm building still needs a permit.
Good to know
Halifax County takes applications online through Cloudpermit. The FY 2026-27 fee schedule lists a $25 Certificate of Zoning Compliance, a $10 plan review fee for accessory structures on one and two family lots, and a $60 minimum building permit. Starting work without a permit adds 100% of the permit fee plus a penalty ($50 for homeowners).
