Setback and height limits sit in the city's Unified Development Ordinance, Section 72-42 (Accessory Structures) and Section 72-82.4C (Permitted Encroachments). Fredericksburg also has a Historic District covering downtown and nearby neighborhoods, so ask Planning whether your lot is in it and what review applies.

Farm buildings and structures are exempt from the building code under Code of Virginia ยง 36-99 and USBC Section 102.3. Fredericksburg's posted accessory structure checklist has no farm form, so ask Building Services what to file and check with Planning on zoning.


Good to know

Hours are 8:00 a.m. to 4:30 p.m., Monday through Friday, on the 4th floor at 601 Caroline Street. The city says all permits should be submitted online through the Citizen Access Portal. Fee schedules effective July 1, 2025 are on the fee page. The city also warns of fake emails asking for fees, and real city addresses end in fredericksburgva.gov or one of its listed subdomains. The checklist puts easement clearance on the applicant, and the city does not check for utility line conflicts.
