Emporia City, VA Permits for Metal Carports and Garages
In Emporia, expect to need a building permit for a metal carport or garage, because the city's exemption list stops at one-story sheds, playhouses and similar detached structures up to 256 square feet and does not name carports. Ask Building Inspections whether a small open carport counts as similar. An Emporia carport permit application goes in with a Plot Plan showing your setbacks. The city also warns that it may still require a permit in a historic district or special flood hazard area.

When a permit is required
- The city requires a building permit to construct, reconstruct, alter or demolish a structure.
- Tool sheds, playhouses and similar one-story detached structures up to 256 square feet are listed as exempt.
- Preassembled structures such as manufactured and modular homes need permits.
- The exemptions have exceptions in historic districts and special flood hazard areas, where the building official may still require a permit.
- The owner or a designated agent must obtain the permit, and the permit holder must request inspections.
Zoning and setbacks
Planning and Zoning administers the Zoning and Subdivision Ordinances, and its office-use line appears right on the Plot Plan form. That form asks for front, side and rear setbacks, along with the size and location of the new building and anything already on the lot, but it does not say what the distances must be. The city's separate Zoning Compliance Application also asks whether the property is in a flood plain. Reach Planning and Zoning at 434-634-3332 and ask which form your project needs.
What to bring
- General Application with owner and contractor license details
- Plot Plan with parcel dimensions and setbacks
- Survey plat, if you check that item on the form
- Plans and drawings for the project
- Owner affidavit, included on the General Application
Farm buildings
Farm buildings and structures are exempt from the building code under Code of Virginia ยง 36-99 and USBC Section 102.3. Emporia's permit forms page lists no farm form, so call Building Inspections to ask what to file, and check with Planning and Zoning about the parcel's zoning too.
Good to know
City offices are open Monday through Friday, 8 am to 5 pm. Mail goes to P.O. Box 511. One person serves as both Building and Fire Official, and the office has a Permit Technician for application questions. All the forms are on the city's Permits page.
Common questions
Do I need a permit for a carport in Emporia?
Plan on it. Carports are not named on the exemption list, so get an answer on your size from Building Inspections at 434-634-6315 before counting on an exemption from an Emporia carport permit.
Do I need a permit for a metal garage or shed in Emporia?
A one-story detached shed up to 256 square feet is on the exempt list, unless the historic or flood exceptions apply. A garage does not appear on that list.
Does a historic district or flood zone change things in Emporia?
It can. The city says the building official may still require a permit in those areas.
