Cumberland County, VA Permits for Metal Carports and Garages
In Cumberland County, a metal carport, shed or similar structure needs a building permit once it's over 256 square feet, and a smaller residential one still needs zoning approval. That zoning step is what catches people, because the county wants it done first and gives you a copy to carry to the Building Department. Getting a Cumberland County carport permit starts with the Zoning Permit Application at Planning & Zoning. If the building will top 600 square feet, also plan for a permanent foundation.

When a permit is required
- Any structure over 256 square feet needs a building permit, and the county names sheds, carports and pavilions.
- Residential accessory structures under 256 square feet skip the building permit but still need zoning approval.
- Accessory structures over 600 square feet require a permanent foundation.
- Converting a shed to living space is no longer allowed in the county.
Zoning and setbacks
Planning & Zoning is a separate office in the same building, at 804-492-3520, and its Zoning Permit fee is $25 for a residential accessory use or $50 for a commercial accessory use. You submit a scaled drawing showing the distance from the structure to every property line, plus the area of ground you will disturb, and pay the Treasurer. The posted process does not list setback distances, so ask for the numbers for your parcel. Rules are in Chapter 74 of the County Code.
What to bring
- Completed Zoning Permit Application
- Scaled drawing with distances from all property lines
- Area of disturbance in square feet
- Copy of your zoning permit for the Building Department
- Two full sets of plans with engineering documents, if the county asks for them
- Erosion and sediment approval, Health Department permit or VDOT entrance permit, if your site needs one
Farm buildings
Farm buildings and structures are exempt from the building code under Code of Virginia ยง 36-99 and USBC Section 102.3. Cumberland does have its own procedure: file the Farm Structure Affidavit with a Zoning Permit Application at Planning/Zoning, where the farm structure zoning fee is $10. The county says it charges no fee for the agricultural permit at this time and does not inspect these buildings.
Good to know
Building Inspection and Planning & Zoning both keep Monday through Friday hours, 8:30 am to 4:30 pm. The county asks for a call to 811 before digging. Permit questions can also go to permits@cumberlandcounty.virginia.gov, and the county building page covers what an application may need.
