Chesterfield County, VA Permits for Metal Carports and Garages

Virginia

In Chesterfield County, a metal carport or detached garage needs a building permit, and the county also wants engineered, sealed plans for metal buildings. That makes the plan set the main thing to line up for a Chesterfield County carport permit. Keep in mind the county treats a carport as a garage unless it's open on at least two sides.

When a permit is required

  • Detached garage or carport: building permit.
  • One-story detached shed to 256 square feet: no permit if built to code, anchored, and within setbacks.
  • Electrical permit if you run power; plumbing permit if you run water.

Zoning and setbacks

The Planning Department sets setback and easement requirements, and the county says to contact it before you apply and before the building goes on the lot. A new Zoning Ordinance took effect January 1, 2026, so confirm current numbers. The county's pamphlet is blunt about flood areas: no buildings in a flood plain.

What to bring

  • Residential Building Permit Application.
  • Plot plan with setbacks, lot dimensions, and building height.
  • Construction plans, two or more copies, specific to your unit. Generalized plans aren't accepted.
  • Engineered, sealed plans and anchoring details for metal buildings.

Farm buildings

Farm buildings and structures are exempt from the building code under Code of Virginia ยง 36-99 and USBC Section 102.3. We found no posted farm procedure here, so ask what to file.

Good to know

Foundations step up with size. Light-frame buildings from 257 to 600 square feet, and other types from 257 to 400, need a foundation 12 inches below grade, and larger ones need continuous footings 18 inches down. Details are in the county pamphlet. Apply through the ELM portal.

Common questions

Do I need a permit for a carport in Chesterfield County?
Yes, the county's residential requirements list one for carports. A Chesterfield County carport permit also calls for a plot plan and sealed drawings if the frame is metal.

Do I need a permit for a metal garage or shed in Chesterfield County?
A garage needs one. A shed up to 256 square feet doesn't, as long as it is detached, one story, and anchored. Bigger than that, it does.

Will I need a soils report?
Only in the Triassic Basin, and only for potentially habitable space, such as living space above a garage.
