Charlottesville City, VA Permits for Metal Carports and Garages

Virginia

The city's permit pages we read don't post a size cutoff for carports, so in Charlottesville the honest answer is to call Building Inspections before you order. If you do need a Charlottesville carport permit, it goes through the City Public Permit Portal. On a property in a historic district, new construction also needs design review.

Permit office: City of Charlottesville Building Inspections, Neighborhood Development Services

When a permit is required

  • Building Permit: minimum fee $75, covering project value up to $1,500.
  • Certificate of Appropriateness: design review for new construction and site changes in historic districts.
  • Starting without a permit: the fee schedule charges twice the permit fee.

Zoning and setbacks

Zoning staff answer questions about your property's district at 434-970-3995, and the city's GIS viewer shows the district for your parcel. The Zoning page sends setback questions to the Development Code. We could not open that code, so get the numbers from staff.

What to bring

  • Completed Building Permit Application. The form warns that incomplete ones won't be processed.
  • Owner Affirmation page if you're acting as your own contractor.
  • Plans checked against the city's Residential Plan Checklist.
  • Permit fees, paid through the Permit Portal.

Farm buildings

Farm buildings and structures are exempt from the building code under Code of Virginia ยง 36-99 and USBC Section 102.3. We found no city procedure for this, so check with Building Inspections.

Good to know

Design review covers eight Architectural Design Control districts, including Downtown and Ridge Street, plus three Historic Conservation districts: Martha Jefferson, Rugby Road and Woolen Mills. Individually Protected Properties need review for any exterior change. Start these applications in the Permit Portal. Building Inspections moved to the first floor of City Hall in January 2026.

Common questions

Do I need a permit for a carport in Charlottesville?
Call to be sure. The state exemption list doesn't call out carports, and no city page we read sets a cutoff for them. If one is required, the Charlottesville carport permit starts at the $75 minimum fee.

Do I need a permit for a metal garage or shed in Charlottesville?
The state exempts one-story detached storage sheds of 256 square feet or less from the building permit. For a garage or anything larger, ask Building Inspections, and ask Zoning about setbacks.

Does my historic district change anything?
Yes. New construction in a listed district needs a Certificate of Appropriateness. Preservation staff can say how it applies to a small outbuilding.
