Caldwell County, NC Permits for Metal Carports and Garages
A metal carport or garage in unincorporated Caldwell County usually needs a building permit, since the county requires permits and inspections on new construction, remodeling and additions, with some exceptions. Call Building Inspections about your size before you order. Building permits come from Caldwell County Building Inspections at 2345 Morganton Boulevard SW in Lenoir. Zoning is a separate $25 residential zoning permit from Caldwell County Planning & Development, in the same building. If your land is inside a town, check with that town about its own zoning first.

When a permit is required
- Building permit: The county requires permits and inspections on new construction, remodeling and additions, with some exceptions. It asks you to call 828-426-8585 to find out if your project is one of the exceptions.
- Application: The county's Residential Building Application has its own checkboxes for accessory buildings and detached garages. Carports are not listed by name, so ask which box to use.
- Zoning permit: Caldwell County Planning & Development issues a residential zoning permit. The 2025-2026 fee schedule lists it at $25, due when the building permit is issued.
- Trade permits: Wiring a garage or shop needs its own permit. The 2025-2026 fee schedule lists a residential garage/storage electrical permit at $50.
Zoning and setbacks
Zoning is handled by Caldwell County Planning & Development (828-757-6855 or 828-426-8354) at 2345 Morganton Boulevard SW in Lenoir. The county zoning ordinance allows one principal building and its customary accessory structures on a lot, and accessory structures must sit on the same parcel as the main building. Setbacks depend on your zoning district, and the zoning permit form records front, rear, side and corner setbacks for your lot, so ask Planning for your numbers. The county also has a separate watershed protection ordinance with its own watershed application, and a floodplain development permit for work in a mapped flood zone.
What to bring
- Residential Building Application (emailed to buildinginspections@caldwellcountync.org or brought to the office)
- Zoning Permit Application from Planning & Development ($25 residential)
- Well and septic permit numbers if the building will have water or a septic hookup
- Watershed application or floodplain development permit if your parcel is in a protected watershed or flood zone
- Lien agent entry number if the job costs $40,000 or more (the county application and N.C. G.S. 44A-11.1 both use $40,000)
- Licensed contractor information (the county application says an unlicensed contractor may only be used on jobs under $40,000)
Farm buildings
A building used only for a bona fide farm may be exempt from a building permit in county jurisdiction under N.C. G.S. 160D-903. The Caldwell County zoning ordinance also says its rules do not apply to a bona fide farm as defined in that statute. Ask the office what proof of farm use it needs. Electrical work still needs a permit.
Good to know
Permit hours at Building Inspections are 8:00 a.m. to 4:30 p.m. You can look up permit records on the county's OpenGov permit portal. The fee schedule also adds a $10 recovery fund fee on permits.
