Bristol County

Bristol County, RI Permits for Metal Carports and Garages

Rhode Island

Yes, you will almost certainly need a permit for a carport in Bristol County, because the state code only exempts a one-story detached structure of 64 square feet or less, and most carports are far bigger. Rhode Island counties have no government, so there is no county permit office here at all. You apply to the building official in Barrington, Bristol or Warren, and all three take applications through online portals.

Permit office: There is no county office. Apply to the building office in the town where the land is.

When a permit is required

  • Any carport, garage, barn or shed over 64 square feet needs a building permit under the Rhode Island state code (SBC-2, based on the 2021 IRC with state amendments, effective December 1, 2025).
  • A one-story detached accessory structure of 64 square feet or less is exempt from the building permit, but it still has to meet local zoning.
  • Any wiring needs an electrical permit, whatever the size of the building.
  • Barrington's FAQ sends smaller sheds to a Zoning Permit and larger ones to a Building Permit through its OpenGov portal. Ask the Building Official which one your building needs before you apply.
  • In Bristol every permit goes through OpenGov and every permit requires inspections, which are scheduled there too.

Zoning and setbacks

Each town keeps its own zoning, so setbacks depend on the town and the district your lot sits in. Barrington keeps setbacks and lot coverage in its dimensional regulations table, its code keeps front yards free of buildings, and its FAQ says zoning dimensional rules still apply to a small shed. Bristol offers a Zoning Certificate Request Form, and its Zoning Officer can grant a modification permit for up to 25 percent of a dimensional requirement if your building cannot quite meet a setback. Warren handles permits through its Building and Zoning office and its online building permit system, so ask there about your district's numbers before you pick a spot on the lot.

What to bring

  • The property address and, for Barrington, the zoning district from the town's GIS map (turn on the Zoning layer).
  • A valuation for the project, since Bristol's permit fee is figured from it.
  • Plans for the building. Bristol's Building Official sends written notice if an application is incomplete and says what to add.
  • Be ready for clearance from other offices. In Bristol that can include the Tax Assessor, Water Quality, Planning, Zoning or the Fire Department, depending on the project.

Farm buildings

Rhode Island has no general farm-building exemption, so a pole barn or equipment shed on farmland follows the same permit rules as any other accessory building. The one carve-out in state law is for plastic-covered temporary greenhouses, under R.I. Gen. Laws 23-27.3-109.1.3.5.

Good to know

Much of this county is on the water, and flood rules can change what you build. Bristol warns that a lot in an A flood zone within half a mile of the ocean may be a Coastal A zone with added requirements under R322.3 of the 2021 IRC, and if any part of the structure falls in it, those rules apply (Bristol Building Inspection). In Barrington, the town's GIS shows a blue layer if a property is in a flood zone, with designations starting AE or VE (Barrington FAQ). The state's coastal agency, CRMC, requires a permit for construction on a shoreline feature or within 200 feet of one (CRMC guidance). Bristol's fees are set by the state on project value, with a $50 minimum: $9 per $1,000 up to $10,000, then $90 plus $7 per $1,000 up to $50,000. Apply through Bristol's OpenGov portal or Warren's online permit system.

Common questions

Do I need a permit for a carport in Bristol County, Rhode Island?
Almost always, yes. Only a one-story detached structure of 64 square feet or less is exempt from the state building permit. The county has no government, so the permit comes from the building official in Barrington, Bristol or Warren.

Do I need a permit for a metal garage or shed in Bristol?
A garage does, and so does any shed over 64 square feet. In the Town of Bristol all permits go through OpenGov, the fee is based on project value with a $50 minimum, and inspections are required. Any wiring needs an electrical permit.

What if my lot is in a flood zone or near the water?
Check first. Bristol warns that A zone lots within half a mile of the ocean may be Coastal A zones with added requirements, and CRMC requires a permit for construction within 200 feet of a shoreline feature.
